Video monitoring proposal of Tuquan County

Background 
With the development of the economy and acceleration of urban construction, cities have been having dense population and more floating population, resulting in urban management problems such as traffic, social security and key area protection in urban construction. In particular, the emerging urban anti-terrorism in recent years has posed a challenge for public security management, particularly crime prevention and law enforcement. On the other hand, public security officers have been increasing much slower than the expected increase speed. Thus, for urban security, the Ministry of Public Security has initiated the strategy of ‘Strengthen the police by technology’ in a bid to improve the efficiency of law enforcement and supervision and promote the building of a ‘harmonious society’ through technologies. Urban security video monitoring changing technical means into direct fighting capacity is now an important solution for this problem. It aims at preventing, controlling and fighting against crimes actively, constructs and integrates monitoring information and resources of the society, establishes effective urban monitoring system and mechanism, focuses on overall and dynamic public security control of the city, makes use of modern technologies related to computer networks and image processing and builds a city-level public security monitoring system according to law and in an organized way, in a bid to realize overall and full-time-space prevention and monitoring, increase technological content of the public security control system greatly and improve abilities of the public security organs of the whole city to control public security and serve the people in an ever-changing and complicated situation. 

Overview 
Device requirements in the proposal:
Requirement 1 for the minimum switch port number: 20*10/100M Base-TX ports and 4*1000M Base-FX (SFP slots)
Requirement 2 for the minimum switch port number: 7*10/100M Base-TX ports and 1*100M Base-FX port
Fiber optical transceiver rack: 19″ standard 2U rack each of which has 16 pairs of slots for 1 to 6 fiber optical transceiver modules of different types 
Fiber optical transceiver clamp: 1*10/100M Base-TX and 1*100M Base-FX
Requirement 1 for the minimum fiber optical transceiver port number: 2*10/100M Base-TX ports and 1*100M Base-FX port
Requirement 2 for the minimum fiber optical transceiver port number: 1*10/100M Base-TX port and 1*100M Base-FX port

Table of monitoring devices arranged in different towns: five toll gate type camera mounting points and ten 6-mega-pixel cameras, including 6-mega-pixel toll gate type cameras, 2-mega-pixel ball type cameras and 2-mega-pixel box cameras, have been increased in the county.

Resistance to dust, moisture, explosion, lightning, low temperature, high temperature, corrosion, interference, etc.;
Storage and transmission of pictures and high-definition playback of video images;
Real-time and undelayed front-end monitoring site images;
A multi-level monitoring system covering local police stations, the county-level public security bureau, the city-level public security bureau, etc.;
Sharing of videos and control based on interactive control and transmission of the system’s general information, video information, control information, etc.;
Alarm linkage: Linkage between the system and other systems such as the boundary alarm system;
Optical-fiber signal transmission for meeting the requirement for long-distance, efficient and anti-interference transmission;  
Network platform management, real-time transmission and centralized management of video, voice and data information and remote monitoring and operation through networks
Energy saving and environment-friendliness: low power consumption because of the limited mode of power supply

Introduction to the proposal
In consideration of the decentralized monitoring points and stability and cost of the network, a star topology proposal below is adopted:                 
At the front end, the local police stations transmit the data acquired by the cameras at related monitoring points with help of IES318-1F 100Mbps industrial switches and IMC101B and IMC102B industrial fiber optical transceivers, and the data acquired at the monitoring points are transmitted to the town-level police stations via 100Mbps optical fibers. The CS9324G core switches in monitoring centers of the town-level police stations transmit all of their monitoring videos and images to the CS9324GS core switch of the county-level public security bureau via 1000Mbps optical ports, thus realizing real-time monitoring and control for the video data transmission from the front-end monitoring points to the town-level police stations and the county-level public security bureau in sequence.

IES318-1F switch is an industrial and unmanaged Ethernet switch supporting seven 10/100M Ethernet RJ45 ports and one 100Mbps optical port (optional). It has redundant dual DC power sources (12~48V), improving reliability of the power input and protecting normal operation of the industrial automation system.
